Is Cebu or Boracay better for a first visit to the Philippines?

Which is cheaper — Cebu or Boracay?
Cebu is generally cheaper, particularly for budget and mid-range travellers. Budget accommodation in Moalboal or Cebu City starts from ₱600–₱800/night versus ₱1,200–₱2,000 on White Beach. Food is significantly cheaper in Cebu's local restaurants and street food scene. Which has better diving — Cebu or Boracay?
Cebu, definitively. Malapascua's thresher shark morning dives, the Moalboal sardine run, and the Pescador Island cathedral cave are world-class experiences that Boracay cannot match. Boracay has good diving (the Yapak site sees threshers occasionally, and there are varied reefs) and a competitive dive market, but it is not a dive destination in the way Cebu is.
