South Cebu diving destinations (Moalboal, Oslob) have a range of dive resorts and guesthouses from budget to boutique.

Should I stay in Mactan or Cebu City?

It depends on your priorities. Mactan Island is best for beach holidays — private resort beaches, pools, water sports, and dive centres are all on-site, and you rarely need to leave the resort. The tradeoff is distance from authentic local culture, food, and city life. Cebu City puts you inside the island's history, street food scene, and transport hub (better access to day trips south and north), but you sacrifice beach access. A split stay is the most popular approach — a few nights in the city followed by a few nights on Mactan (or a south Cebu dive resort).

Yes — both are budget-friendly compared to Mactan resort prices. Moalboal's Panagsama Beach has a long strip of guesthouses, dive resorts, and small hotels ranging from ₱500–₱2,500 per night (approximately $9–$45). Most include basic meals or have attached restaurants. Malapascua Island has a similarly broad budget range — small fan-cooled rooms start from around ₱600, while the island's better resorts with air conditioning and dive packages run ₱2,500–₱6,000. Neither requires luxury budget to have an excellent experience.
