quick answer

Most visitors to Cebu and the Philippines do not need a visa in advance. Citizens of over 150 countries — including Japan, South Korea, the US, Australia, the UK, and all EU nations — can enter the Philippines visa-free for up to 30 days. A further extension to 59 days is available through the Bureau of Immigration. Citizens of countries not on the visa-free list can apply for a Philippine eVisa online before travel.

Does Cebu require a visa?

Cebu is in the Philippines, an independent republic with its own immigration system. Unlike Guam (a US territory), the Philippines has broad bilateral visa-free agreements with over 150 countries.

Citizens of Japan, South Korea, China (with conditions), Taiwan, Australia, New Zealand, the United States, Canada, the United Kingdom, and all European Union member states can enter the Philippines visa-free for an initial stay of 30 days.

The 30-day visa-free period can be extended at any Bureau of Immigration office in the Philippines — most commonly at the BOI Cebu office in Cebu City — for an additional 29 days (59 days total initial extension), and further thereafter.

Countries eligible for visa-free entry to the Philippines

The following countries are among those eligible for visa-free entry to the Philippines: Japan, South Korea, Australia, New Zealand, United States, Canada, United Kingdom, Germany, France, Italy, Spain, Netherlands, Switzerland, Sweden, Norway, Denmark, Finland, Austria, Belgium, Portugal, Ireland, Singapore, Malaysia, Thailand, Indonesia, Brunei, and many others.

Chinese nationals are eligible for visa-free entry under certain conditions (applicable from 2024 under expanded agreements — verify current status with the Philippine Bureau of Immigration before travel).

Citizens of countries not on the visa-free list can apply for a Philippine eVisa online at evisa.gov.ph. The eVisa is processed within a few business days and allows entry for tourist, transit, or business purposes.

Extending your stay in the Philippines

If you need more than 30 days, you can extend your stay at the Bureau of Immigration. The nearest office to Cebu City is at Osmena Blvd, Cebu City. Extensions are processed in person and involve a fee.

The typical extension process: initial 30-day entry → first extension to 59 days total → subsequent 30-day extensions thereafter, up to a maximum of 36 months for tourist stays.

The fees for extensions are modest (around PHP 3,000–5,000 per extension depending on duration). Bring your passport, arrival card, and payment in cash.

Practical entry tips for Cebu

You fly into Mactan-Cebu International Airport (IATA: CEB). This is the main international gateway. Direct flights operate from Tokyo, Osaka, Seoul, Hong Kong, Singapore, and other major hubs.

Ensure your passport is valid for at least six months beyond your intended departure date — airlines and Philippine immigration strictly enforce this.
