Does Cebu require a visa?

Cebu is part of the Philippines — a sovereign nation with its own immigration policy separate from the US and its territories. The Philippines operates a generous Visa-Free Entry (VFE) program: citizens of 157 countries can arrive at Mactan-Cebu International Airport and enter without obtaining a visa in advance, staying for an initial 30 days.

Notable visa-free nations include Japan, South Korea, Taiwan, the United States, Canada, Australia, New Zealand, the United Kingdom, all European Union member states, Singapore, Malaysia, Thailand, Indonesia, and most of Latin America. Philippines passport holders require no visa.

eTravel registration — required for all arrivals

All travellers arriving in the Philippines — including those entering visa-free — must complete the eTravel online registration at the official e-Travel portal (etravel.gov.ph) within 72 hours before departure. Registration is free and takes approximately 5–10 minutes.

Upon completing registration you receive a QR code by email. Save this to your phone or print it. Immigration officers at Mactan-Cebu International Airport will scan it on arrival. Completing eTravel in advance avoids queuing at paper-form stations in the arrivals hall.

eTravel replaced the older paper arrival cards (E/D cards) in 2023 and has been mandatory since. The form collects travel history, accommodation details, and health declarations. It is not a visa application — it is a digital arrival card.

Extending your stay in Cebu

Visitors who enter visa-free on the initial 30-day stamp can extend their stay through the Bureau of Immigration (BI). The first extension adds 29 days (to a total of 59 days) and costs approximately ₱3,130 including fees. Subsequent extensions are issued in 2-month increments. The maximum stay for most nationalities under tourist status is 36 months, though extensions beyond the first few months become progressively more bureaucratic.

Extension applications can be filed at the Bureau of Immigration main office in Cebu City (Osmena Boulevard) or at BI satellite offices in SM City Cebu and Robinsons Cybergate. Applications must be filed before the current stamp expires — overstaying incurs daily fines and potential immigration consequences.

For travellers planning to stay more than 30 days, applying for the first extension while in Cebu is straightforward. The BI Cebu office is open Monday to Friday, and processing on the same day or next day is typical for standard extensions.

What to bring on arrival

Required documents on arrival at Mactan-Cebu International Airport: a passport valid for at least six months beyond your intended stay, a return or onward ticket, your eTravel QR code, and proof of accommodation (hotel booking confirmation or host contact details). Immigration officers may ask for proof of sufficient funds — a credit card or a bank statement showing available funds of roughly $50–$100 per day of stay is generally considered sufficient.

Travel insurance is strongly recommended but not currently a legal entry requirement for most nationalities. Many Mactan resort hotels include it as part of package bookings; independent travellers should arrange it before departure.
