Do Japanese tourists need a visa for Guam but not Hawaii?

The opposite is true. Japanese, Korean, Taiwanese, and many other Asian nationals do NOT need a visa for Guam — they enter under the Guam Visa Waiver Program for stays up to 45 days. For Hawaii (and the US mainland), the same nationalities typically need a US ESTA or tourist visa. This makes Guam significantly easier to enter for Asian travellers.

Is Guam a good substitute for Hawaii?
