Moalboal, a laid-back diving town on Cebu's southwest coast, is famous for one of the most accessible great wildlife spectacles in the Philippines: the sardine run. Just off Panagsama Beach, millions of sardines gather year-round in a vast, constantly shifting 'bait ball' that shimmers, ripples, and parts like a living silver curtain — and remarkably, it sits only a short swim from shore over the reef edge, so you can witness it with nothing more than a snorkel and fins, no boat or dive certification required. The same house reef regularly turns up green sea turtles grazing in the shallows, and divers can drop down the dramatic Pescador Island wall nearby. The town itself is relaxed and budget-friendly, with cheap dive shops, beachfront restaurants, and easy onward trips to Kawasan Falls canyoneering. Conditions are good year-round, though calmer seas and better visibility generally come outside the peak monsoon months.
